Stereo Mastering is a traditional 2-track mix that is processed through a single audio path into a stereo mastering system.
The main goal of stereo mastering is to match the overall loudness and frequency to:
a) your favorite recordings
b) the other songs on your album

Stem Mastering is when 2 or more (up to 8) separated portions of your mix are processed separately.
Stem mastering gives the engineer more flexibility; allowing the engineer to substantially improve every aspect of a mix.

A Mix Engineer applies effects and level changes to each individual instrument separately.
A Master Engineer applies effects to everything in a mix at the same time. Mastering is the final step, but it is not a substitute for a good mix.
